Emergency Management Specialist III-Oak Ridge, Tennessee

Emergency Management Specialist III, site location DOE Oak Ridge, Tennessee, focuses on the readiness activities associated with the Joint Information Center (JIC) including operational readiness checks and the maintenance of JIC performance documents to include JIC position checklists.

 

RESPONSIBILITIES

  • Development, delivery, and documentation of JIC training for individuals assigned to JIC positions.

  • Facilitate tours and briefings of the JIC for DOE, state, and local personnel.

  • Serve as the JIC Facility Manager when the JIC is activated for an actual incident, exercise, or drill.

  • Serve as the System Administrator for the ORO Notification system.

  • System Administrator includes but is not limited to; input of all data into the system, development of alert scenarios, system and alert testing, data verification, and the development and distribution of necessary rosters preparation of exercise plans and after-action reports associated with notification system tests and exercises and address assigned corrective actions stemming from issues identified during actual incidents or exercises.

QUALIFICATIONS

  • Have a federal security clearance or willing to obtain a federal security clearance

  • Minimum of four years of experience in emergency management, facility operations, and/or maintenance

  • Strong computer skills are required to maintain the electronic systems utilized for emergency notification and in place at the JIC

Emergency Management Specialist I - Oak Ridge, Tennessee

Emergency Management Specialist I, site location DOE Oak Ridge, shall serve as a subject matter expert supporting DOE, OS, and CSC Emergency Management Programs to include COOP and Pandemic preparedness and planning.

RESPONSIBILITIES

  • Focus on DOE, OS, and CSC Emergency Management Programs and Continuity of Operations (COOP) programs to include conducting assessments, drills and exercises.

  • Ability to develop and review emergency management and COOP plans and implementing procedures, emergency response agreements and maintain ERO performance documents.

  • Technical review of DOE, OS, CSC emergency management documents such as; Emergency Plans, COOP/Pandemic Plans, Hazards Surveys and Emergency Plan Hazards Assessments.

  • Provide technical review of DOE Orders and guides, and State of Tennessee Emergency Management Agency emergency management documents.

  • Conduct emergency management assessments on behalf of OS Site Offices and DOE Program Offices to include conducting CSC Self-Assessments and manage the FBC Emergency Response Organization to include development, delivery, and documentation of training.

  • Coordinate the update and maintenance of the ORR emergency management GIS mapping system, coordinate the Oak Ridge Reservation (ORR) drill and exercise working group, and maintain the ORR master exercise schedule.

  • Serve as CSC COOP Coordinators, FBC Senior Evacuation Monitors, backup System Administrators for the ORO Notification system, and alternate JIC Facility Manager as required.

  • Serve in a position in the FBC ERO when activated.

  • May be required to travel to OS sites/labs to support their emergency management programs during reviews, exercises or assessments as requested.

QUALIFICATIONS

  • Have a federal security clearance or willing to obtain a federal security clearance

  • Four-year bachelor’s degree or minimum of eight years of additional experience in emergency management

  • At least six years of experience in emergency management is required; advanced degree can offset two years of emergency management experience

Project Manager Emergency Management- Oak Ridge, Tennessee

 

Project Manager, site location DOE Oak Ridge (ORR), shall support the emergency management and Continuity of Operations (COOP) activities of the Office of Science (OS), Consolidated Support Center (CSC) and the Oak Ridge Reservation (ORR).

 

RESPONSIBILITIES

  • This position shall be located onsite and is responsible for assigning, monitoring, and reviewing products and services assigned to their team.

  • Will also provide contractual reporting documents as required.

  • Serve as a subject matter expert, that supports DOE, OS, CSC in all areas of the statement of work.

  • Conducts assessments of other OS sites, CSC Emergency Programs and has overall responsibility for the scheduling, developing, and conducting required drills and exercises.

  • This position, in conjunction with their team members, will develop and review emergency management and COOP plans and implementing procedures, emergency response agreements, Federal Building Complex (FBC) Emergency Operations Center (EOC) and Joint Information Center (JIC) performance documents and oversees equipment and systems readiness.

  • Shall have the experience and ability to provide technical review of emergency management documents, Hazards Surveys and Emergency Plan Hazards Assessments, DOE Orders and guides, and provide coordination with the State of Tennessee Emergency Management Agency and other stakeholders.

  • Responsible for the development, execution, documentation and tracking of assigned corrective actions identified during self-assessments, outside assessments, actual incidents or exercises involving the CSC.

  • Serves in a support position in the FBC Emergency Response Organization (ERO).

  • May be required to travel to OS sites/labs to support their emergency management programs during reviews, exercises or assessments as requested.

 

QUALIFICATIONS

  • Have a federal security clearance or willing to obtain a federal security clearance

  • Four-year bachelor’s degree in Emergency Management or related field, at least eight years of experience in emergency management

  • At least two years of experience in management and filling a supervisory role is required to qualify for this position

  • Bachelor’s degree can be off-set by a minimum of eight years of additional emergency management experience. An advanced degree can offset two years of emergency management experience.
